DocBook Stylesheets 0.6 - Figure labels are incrementing

Short Problem Description: generated labels for Figure numbers aren't 
incrementing inside a chapter.

More Detail:

I am using DocBook stylesheets 0.6 (latest version) and am doing some simple 
figures.  The XREF tags are incrementing fine, i.e., Figure 5-1, Figure 5-2, 
etc.  However, the labels that get attached to the Figures themselves aren't 
incrementing and appear to stay the same (i.e., all figures in a chapter are 
named Figure 5-5).

I snooped around in the docbook/html/*.dsl files, but didn't see anything 
obvious.  Anyone seen this before and produced a fix?
