rule in page headers/footers

Having trawled through the archive the messages re putting a rule at the

bottom of a header or at the top of a footer to separate 
the header from the body of the page seems to be inconclusive.

Working with  visually impaired readers, it is important to separate the
body content
from the header for clarity.

Can anybody confirm that we cannot include a page width rule in with a
header
in a simple page sequence?
