You cannot do this with a simple page sequence. page-n-columns is a
extension by James, supported in TeX and RTF backends, which
copes with simple case. But it is not general, and I am not at all
surprised that your technique does not work. It will not work with the
TeX backend either.

Layouts like that require more DSSSL; and who is going to implement
it, now that the guys are all off staring at the blonde with the long
legs promising the world over the road, our friend Ex Ess Ell?
