Looking at the source for RtfFOTBuilder.cxx, it appears to do nothing
with 'inhibit-line-break?'.  It should be possible to use it to
translate hyphens and spaces to their non-breaking equivalents, but
some of the other characters available (m-dash and n-dash at least)
appear to be treated as potential breaking points.

RTF has special codes for zero-width joiner & zero-width non-joiner; I
don't know whether these affect line-breaking.
