External Graphic Scaling

Yet another dumb question, I fear.  I am attempting to adjust the size of a
Windows bitmap graphic using either the scale or max-width properties of the
external-graphic flow object.  Neither property seems to have any effect on
the rendering of the graphic in MS Word.  Example:

(make external-graphic
           entity-system-id: "logo.bmp"
                   display?: #t
                  max-width: 1in)

What am I missing?
