Right now any HTML -> Ascii rendering is done by a third-party tool,
such as lynx. For instance, I can't really control how links are
rendered in ASCII without hacking the lynx rendering engine, which I
am loathe to do.

If you had a good NROFF backend, you could produce man pages and also
ASCII versions (let groff or whatever worry about line wrapping,
etc.). This would be better than trying to add a backend just for
ASCII, IMHO.
I guess an alternative would be some other way to go from HTML ->
ASCII which allows more control, such as:
* how are inter-document (offsite) links rendered?
* how are intra-document links rendered?
* how is spacing done, i.e., surrounding sections such as <screen>
in docbook (lynx kinda smooshes stuff together vertically)
Anyhow, just wishful thinking...
