that "OpenJade could not be built completely on Cygwin because
of missing wide character functions: wcsxfrm(), wcscoll(), towupper(),
towlower()) which are used by the locale support".

If that is not the case now, and i had downloaded openjade-1.3.1.tar.gz
from http://sourceforge.net/project/showfiles.php?group_id=2115-
&release_id=71956, what  would be next? I am using gcc-2.95.3-5.tar.bz2.
Option ONE:

# cd c:/Programas/
# tar -xzf openjade-1.3.1.tar.gz
# cd openjade-1.3.1
# ./configure --enable-static  --disable-shared  --enable-http
# make
# make install

OPTION TWO: I have found  at
http://sources.redhat.com/ml/cygwin-apps/2002-05/msg00169.html
that it is possible using the cygwin setup program to
automatically update the openjade package (and other things).

What option is better? Finally, could the fact that an older openjade
is present affect the installation process?
