Actually Mark, no one has ever asked EXPLICITLY for a <volume-title>
before. There is a way to tag a volume title in current JATS (0.4
aka 3.1), but you may not find it ideal.

In the article metadata (<article-meta>) the current JATS 0.4 has

volume?, volume-id*, volume-series?

The definition for <volume-id> (which you will note is allowed to repeat)
says: "Name or identifier (for example, DOI) that describes an entire
volume." Not so obviously a "name" could mean a title, so you could
put the DOI of the volume in one <volume-id> and the title in a second
<volume-id>.

If this seem too much like tag abuse to you, I suggest that you request <volume-title> for the next release.

Note: The Issue has the following metadata:
   <issue>
   <issue-id>
   <issue-part>
   <issue-sponsor>
   <issue-title>

Maybe Volume needs the same set of metadata. It seems like
a reasonable request to me.
