Dear Soichi,

Three ways to think about these items:

1. Leave them as unparsed text. That's what most English-language clinical publishers do when they have an article about legal issues in medicine and they find legal citations

2. Work out all the semantic elements you need to tag them, and if there are any elements you need that aren't in JATS, customize the DTD

3. Figure out those semantic parts of the reference you need to achieve online linking and tag them semantically leaving the rest as PCDATA (I call this a semi-tagged reference).

For either case 2 or 3, you can also avoid customizing the DTD by using named-content.

Hi Soichi,
The type of notice you've shown below looks like it comes from the Federal Register. The US Government Printing Office tags these items in XML, but they do not use JATS; they use a custom internal DTD.
While content like this could be tagged in JATS (perhaps with liberal use of named-content elements), it might be worth considering some customizations to JATS cover such specialized semantic elements.
