The Working Group can change the Tag Libraries, as they are non-
normative. Any change larger than a typo requires discussion and
a vote. FOr changes to the NISO standard, the process is being
determined as we speak.

In any case...

I did indeed mean that I have changed the master Tag Library XML file;
there is a single file for all the JATS TAg LIbraries and a second
master for BITS.

When we reissue, these changes will take effect.
