[jats-list] <sortkey> necessary for <index-entry> in BITS

Dear Jeff,

Just a quick comments on BITS Draft.
We need the <sortkey> element in <index-entry> because it is often
difficult to sort <terms> in the Japanese-language
environment.  We often mix English terms with Japanese terms even,
for example.
