As you will probably have gathered from my last message about this topic, I do
not think it is possible to suggest a better way to mark up anything without
knowing the context.

If you are sending the marked up documents to PMC, follow their guidelines. If
you are sending them to Highwire, or Portico, or Joes House of Journals,
follow their guidelines. If you are marking the documents up in order to
render them with a particular styling technology, or if the most important
thing you are going to do with the marked up documents is to search them with
a particular database, optimize for that purpose.

Asking what is good markup without specifying context is not unlike asking
what are the best shoes. The best shoes for hiking in snow are quite different
from the best shoes for ballet dancing or playing football. It simply is not a
question that can be answered.
