The most likely cause of that problem in Oxygen is a Document Type Association
that is over-riding the system identification of one or more BITS modules. (I
suggest turning them all off to test that theory, and turn back on any that
you use and that donbt step on something else. (In the version on my machine
they are at: Options b> Preferences b> Document Type Association.)
