The last example in https://jats.nlm.nih.gov/publishing/tag-library/1.2/element/pub-history.html includes both pre-publication and publication events, and that's what the original request in https://groups.niso.org/apps/group_public/view_comment.php?comment_id=663 asked for, so that seems reasonable.
