I would go for a combination of your two approaches. If the name should be
displayed with periods, I would include them. If you are confident that the
letters are initials, I would specify that. So, I would likely go for:

  <string-name><given-names initials="FN">F.N.</given-names><surname
initials="L">L.</surname></string-name>

If you use <name> your display will be subject to the manipulations your
display software does to <name>, probably including adding spaces,  and
possibly adding punctuation and rearranging the components.
