IMO, JATS came along at just the right time. Late enough to stand on the
shoulders of giants,
early enough that practices in interchange of journal articles were still
fluid.

The reason the AAP model for journal articles, and it's successor ISO 12083
were not
all that widely adopted is that they were not based on the lesson's learned
from the AAP model
and ISO 12083. The experience of the user community with these early journal
article models
and publishers' experiences with their own various bespoke models made it
possible to create a
new model that would work for most journal articles published by most
publishers most of the time.

In designing the NLM DTD, the predecessor of JATS, we  looked at dozens of
article models.

And, just as JATS came along late enough to learn from years of industry
experience, it
came along before interchange of journal articles was established practice and
the
industry had already settled on a model, or more likely fragmented and
invested in several
competing models.

To sum up: JATS works because of TIMING.
