If you are using a local copy of the DTD then there should be no need
for an XML parser to access jats.nlm.nih.gov at all.

You might want to try debugging the catalog by setting verbose=9999 in
a CatalogManager.properties text file in your application's classpath.

It might be e.g. for loading entity definitions, and could be avoided
if so by extending the catalogs.
