[jats-list] Tagging copyright page in BITS

How would you represent a copyright page in a BITS file?  Currently we store
the text of the copyright page in a separate HTML file and then merge it with
the contents of the BITS file when generating the target format (e.g., epub),
but it seems like there should be a more integrated approach.
