I would tag the copyright page as a <front-matter-part> inside the
<front-matter> of a BITS document. I would tag the content structurally, that
is as paragraphs, tables, lists, etc.

It is likely that some of this content would also be represented semantically
in the <book-meta>, but I can't imagine making a human-readable copyright page
from the <book-meta> would be practical (or even possible).
