I don't know if this is what you had in mind, but the AMS has been developing
tools to process math-intensive LaTeX files into accessible content, and the
first step is converting them to JATS using this:

    https://github.com/AmerMathSoc/texml

Unfortunately, there's no documentation available yet (we're working on that
-- slowly), but if you have any questions, let me know, and I'll try to
answer.

P.S. The conversion to JATS is just the first step along the way to the HTML

In the accessibility sub-group meeting today there was some recognition and
discussion about "legacy content to JATS" workflows, presumably aiming to
"accessible JATS".

Are there any folks who are well seasoned with that sort of workflow?
