I don't know if this is what you had in mind, but the AMS has been developing tools to process math-intensive LaTeX files into accessible content, and the first step is converting them to JATS using this: https://github.com/AmerMathSoc/texml Unfortunately, there's no documentation available yet (we're working on that -- slowly), but if you have any questions, let me know, and I'll try to answer.
