By "associated with a standard" do you mean that this is information you want
to encode in the metadata of the standard? If that is what you want, I suggest
that:

- INCH-POUND
   might be
       <custom-meta>
         <meta-name>measurement type</meta-name>
         <meta-value>INCH-POUND</meta-value>
       </custom-meta>

- MIL-STD-xxxx
  w/CHANGE 1
  Dd Month yy

   is probably in
       <std-ident>
         <std-id-group @std-relationship-type="std-as-published">



- SUPERSEDING
  MIL-STD-xxxx
  Dd Month yy
   is probably in
       <std-ident>
         <std-id-group @std-relationship-type="std-supersedes">

However, if you need to encode the display sequence in the XML you might need
to include this information both in the metadata (in the sequence specified by
STS) AND as text in a <std-doc-meta><sec>. (You could put it only in the <sec>
but that means it would be unavailable for discovery, and seems like a bad
idea for most uses.)
