Here is one approach:-

1) Construct a DTD for WestPro. Depending on the nature of
the WestPro format, that DTD may be quite weak and "loose"
but that is OKAY. Make the DTD as close as possible to
a trivial mapping of WestPro constructs.

2) Write a prorgam to convert from the WestPro-XML
to true WestPro. (Should be very straightforward
in something like Python or Perl.)

3) Use XSL stylesheets to produce XML that conforms
to that DTD, and translate to WestPro with your
conversion program.

I have used this approach in the SGML world
to target formats such as RTF, Folio Flat File
etc. from stylesheet languages.
