You mean

<!ENTITY P04501 SYSTEM "xxxpo4501.gif" NDATA gif>

right?  Otherwise it wouldn't be valid to use "P04501" as the value of
an ENTITY attribute.

This is what the unparsed-entity-uri function is for (unfortunately not
implemented in XT yet).
