    Yes, I needed to do the same thing.  Thanks to David Carlisle (from this
discussion group) I am using something like the following XSL --


<xsl:for-each select="//COUNTRYCODE[not(. = following::COUNTRYCODE)]">
<xsl:sort/>
<H1><xsl:value-of select="."/></H1>
<xsl:for-each select="//RECORD[.//COUNTRYCODE=current()]">
<xsl:sort select="any field"/>

       output your record

</xsl:for-each>
</xsl:for-each>
