[xsl] Problem with <dd> and </dd> in output

Why is the resulting html missing the closing </dd>?

<xsl:template name="separated-list">
	<xsl:param name="nodes"/>
	<xsl:param name="separator"/>
	<xsl:for-each select="$nodes">
		<xsl:value-of select="."/>
		<xsl:if test="position() != last()">
			<xsl:copy-of select="$separator"/>
		</xsl:if>
	</xsl:for-each>
</xsl:template>

<xsl:template match="preferred-locations">
<p>
<dl>
<dt>
Preferred Locations:
</dt>
<dd>
<xsl:call-template name="separated-list">
	<xsl:with-param name="nodes" select="preferred-location"/>
	<xsl:with-param name="separator">, </xsl:with-param>
</xsl:call-template>
</dd>
</dl>
</p>

Resulting HTML looks like this

Preferred Locations:
<dd>Seattle/Bellevue, London. UK, Melbourne. Australia, Europe,
Bangkok</dl></p>

I don't understand what happened to the closing </dd> tag.
