<a href="ContactUs.xsl">Contact Us</a>

Is that not what you wanted?

What do you mean by "in place of 'a'"? The name attribute on the
<xsl:element> element specifies the name of the element to output to the
result tree. To construct a link in HTML, you must use the <a> element with
an href attribute. So your sample looks fine.
