[xsl] XML: What am I missing?

I have an XML file I can open fine when it says this at the top

<?xml version="1.0"?>

but if I change it to this, which is what I need, it won't open.

<?xml version="1.0" encoding="ISO-8859-1"?>

Suddenly I get Run Time Error -2147467259 (80004005)
If I change it back, the error goes away

Why is this, am I missing something?
