You need CDATA if your code contains <
i.e.
 <script language="javascript">
     <xsl:comment>
         <![CDATA[
		if (x < y)
             document.write(form.first_elem.value);
         ]]>
     </xsl:comment>
 </script>
But you can also do this
 <script language="javascript">
     <xsl:comment>
		if (x &lt; y)
             document.write(form.first_elem.value);
     </xsl:comment>
 </script>
Which is the same
