Thanks Oleg,

Apparently our server is returning mime-types based on file extensions.
I changed the filenames so that they both have xml extensions and it works as expected.

Mozilla listens to mime types and not file name extensions, unlike IE. Your problem is that http://www.ppdm.org/xml/working/portfolio.xsl returns "text/html" as content type, so Mozilla does interpret it as html and not xsl. You can check it yourself, point your mozilla to http://www.ppdm.org/xml/working/portfolio.xsl and see View/Page Info.
