I think you are probably talking about Cocoon. Cocoon works very nicely to send XML and HTML to the browser using XSLT or create PDF using XSL-FO and FOP. The browser only receive HTML or any other XML format, such as WML for wireless.
Cocoon is an Apache project and can be found at http://cocoon.apache.org/2.0/.
I have been very impressed with Cocoon's capabilities thus far.
