What processor are you using to execute the transformation? What is the encoding of the source document? (Perhaps you can include a small, but representative, sample of your source document including the encoding instruction.) Either ó or ó produces the output %C3%B3. I have this placed on the top of the XSL: <?xml version="1.0" encoding="ISO-8859-1"?> If I change encoding to UTF-8, XSL document becomes invalid.
