Are you sure that goservice.xsl is in the directory that is being used as teh base uri for your python script? If that is the case, the other most common reason is that your web server is not serving .xsl files with a suitable mime type. If they are served as text/plain mozilla will not execute them, however if you save to disk they will work as then it goes by the extension file associations not any mime type specified by the server.
