There wasn't really any flexibility in the possible semantics of values of the media type etc. <link rel="stylesheet" href="/print.css" type="text/css" media="print"> means the same thing as <?xml-stylesheet href="/print.css" type="text/css" media="print"?> It's not really clear that it was (or even is) a bad idea, although the actual version that got specified is rather inflexible.
