And get this error in the local transform:
Description: F Element type "xsl:value-of" must be followed by either
attribute specifications, ">" or "/>".

It's an XPath function, so something like
<xsl:value-of select="format-date(....)"/>

No, xsl:function is for defining new functions, not for calling
functions.
