(1) It would be much better to use XML markup rather than markup of your own
invention such as [[...]].

(2) If you must use your own markup, then it will be easier to analyze it
using XSLT 2.0. You need to make clear whether you need a 1.0 or a 2.0
solution

(3) I see no base64 content - I don't understand this part of your
requirement.
