Maybe the better question is, what do I need in my software environment to use a catalog file successfully? Do I need a specific version of Java? What files and settings? I've been Googling for a step-by-step process or a checklist of some sort (cross-referencing the error I'm encountering, as well), but without success so far.

Try file://C:/DITA-OT1.3/dtd/dita132/ditabase.dtd in my catalog-dita.xml file at home.

I don't know if it is relevant, but the URI concerned looks doubtful to me. You are using a URI scheme named C. You should be using the file scheme.
Maybe you are getting lucky on one machine, and the working directory is the root?
