I can only guess that by "formatted plain text" you mean using a monospaced, ASCII-style character set. You can probably achieve what you want with either XSL-FO or XSLT, but if you're not getting the expected output, then you need to provide a small sample input document, the stylesheet code you've tried, and an example of the output you want. (And note that I have no experience with XSL-FO, but there are others here who can help.)
