This problem is at the XML level.

You should following these guidelines ...
1) Use an editor that supports the encoding you are using in the XML
files (in this case the XSLT file).
2) You must know what encoding is being used.
3) Use the same encoding (as in 2.) attribute in your XML documents
(in this case the XSLT file).
