Actually looking further into regions i realise that doesn't explain exactly what I need I need to do one column at the top of the document and multi columns at the end of the document. You have been most helpful Abel, thanks.

This sounds like newspaper columns layout. Is that correct? I.e.:
this cont'd text on the is second to be column ------------------- PAGEBREAK and then page cont's to onto the blabber next its ------------------- PAGEBREAK words of wisdom ...etc
I'm no XSL-FO guru anymore, but isn't that simplest with regions?
