In XSLT 1.0, applying count() to anything other than a node-set is an error (one of the very few dynamic errors defined in XPath 1.0). It's being applied here to a boolean. In XSLT 1.0, applying count() to a boolean always returns 1. So the statement doesn't look correct at all. Perhaps (count(b[not(c)]) >= 1) was intended.
