to write this in the most direct (perhaps not most efficient) way

following:processing-instruction()[preceding::text()[1] is current()]


or

following:processing-instruction() except
following::text()[1]/following:processing-instruction()

or

xsl:variable name="next" select="following::text()[1]"

following:processing-instruction()[. << $next]

or

...

you could probably make it quicker using keys, or by using 
following-sibling rather than following (if that is safe in your context)
