Likely your issue is that your xhtml is arriving to you in the xhtml namespace. Therefore you need to include that namespace in your template.
<xsl:stylesheet version="2.0" xmlns:xs="http://www.w3.org/2001/XMLSchema" xmlns:xsl="http://www.w3.org/1999/XSL/Transform" xmlns="http://www.w3.org/1999/xhtml" exclude-result-prefixes="xs xsl">

The processor is falling through (with no specific match) to the default template, which outputs the text content.
Perhaps what you want to do is
<xsl:copy-of select="body"/>
To "paste in" the body element and its children as is.
