No. You have to use a table and <retrieve-table-marker> in its header, but you can use a single celled table with a single-celled header.

The <eqpconds> element generates a block with a bold title with each setup item listed below it. The page master is set for 2 columns and this list can break into two columns. Is there a way to generate a the Equipment Conditions heading (plus - Continued) at the top of the second column.

Not without a table and using XSL-FO 1.1.

Understood, thus the requirement to use a table. The XSL-FO processor knows when your content trips over a column boundary, but your XSLT does not. Accordingly, you must use constructs where XSL-FO can accommodate the column break in the table.
