If I'm following this right,
<xsl:when test="some $x in $target-segment satisfies matches($x, $target-term, 'i')">
<xsl:text>Found</xsl:text>
</xsl:when>
You want to test that at least one of the values in the sequence in
$target-segment satisfies the match.
