[xsl] XPath 3.0 Functions and Operators: format-number() question

 One of the format-number() examples in the F&O 3.0 Recommendation is this:

      format-number(12.34, '0.000e00')

I am trying to evaluate this example in Oxygen XPath/XQuery Builder
view, which uses Saxon (9.5.1.3)  behind the scenes.

I get this error:

"XPath failed due to: format-number picture: Passive character must
not appear between active characters in a sub-picture"

Who is right: the specification, or Saxon?

What would be the closest to this example that will not cause any errors?
