I'm often frustrated when people don't specify their requirement precisely and unambiguously, instead simply describing one example of an input document and saying how that one speciment should be handled. But this is absolutely normal and we all do it all the time. In fact, I think it would be fair to say that much of the success of XSLT is that the processing model works very well in this scenario where there is a progressive understanding of the requirements as development proceeds.
