Office triennial rulemaking proceeding on exemptions from the
prohibition on circumvention of technological measures that control
access to copyrighted works may be filed electronically through the
Copyright Office website. Comments will be limited to those proposing
specific classes of works to be exempted. "

NONCOMMERCIAL EDUCATIONAL BROADCASTING COMPULSORY LICENSE (67 FR 66090)

"The Copyright Office of the Library of Congress is publishing
negotiated rate adjustments for the 17 U.S.C. 118 noncommercial
educational broadcasting compulsory license for the period 2003-2007.
The proposed rate adjustments will become final unless one or more
parties with a significant interest in the rates notify the Office that
it will litigate the rate adjustment before a Copyright Arbitration
Royalty Panel (CARP). Notices of Intent to Participate in a CARP
proceeding are due on or before December 2, 2002."
