I am no attorney, but unless I am missing something , I agree with the presenter. If he is the copyright owner, how can a government agency, or anyone else simply take over his exclusive rights without his agreement? If this was a work for hire situation, I could see that the agency would likely have ownership, but this does not appear to be the case. The agency would have to get permission from the owner and pay whatever royalty fee is required.
