I think that is where the problem is. The only portion that I believe ACEF
want to post "freely" is the 30-minutes taken from the 8 hour presentation. If
the 2 parties can work together and agree on the content to be
included/excluded, perhaps they can move forward. He would retain all other
rights, is my understanding.

I am no attorney, but unless I am missing something , I agree with the
presenter.  If he is the copyright owner, how can a government agency, or
anyone else simply take over his exclusive rights without his agreement?   If
this was a work for hire situation, I could see that the agency would likely
have ownership, but this does not appear to be the case. The agency would have
to get permission from the owner and pay whatever royalty fee is required.

If you are not willing, or unable, to do that, you will have to get another
presenter, this time with a signed agreement as to what parts can be used by
the agency, in what manner, and for what length of time.

Get a better speaker, one with vision to support your organization's
principles. I'm sure plenty of others would be happy to earn the fee (be it
cash, prestige, etc).
