Just a question here: why does everyone insist on going the cart route? Around here, I have priced my cost per the eventual supercharger tape at just over $1 per (American). Here's the breakdown: Tape Labels: 12/sheet, sheet = $1.01, ~$.085 per label. Pack of 6 cassette tapes (60 min) = $5, ~$.83 per tape. New Color Printer Ribbon = $15. (Should be good for ~100 labels) ~$.15 per label. Paper, misc. exp. = $.30 per tape. This is, afaik, MUCH cheaper than making carts. I couldn't find tapes of less than 60 minutes anywhere, even though I distinctly remember buying 30 and 15 minute tapes not too long ago.
